Enable featureFlagTenantMigrations for 4.9

      SERVER-55917 removed all feature flags variants. In order to have tenant migration test coverages back, we need to enable the featureFlagTenantMigrations by default on 4.9. And we will also need to add tenant migration passthrough to the regular variants.
