Create the feature flag for this project.

This ticket will have a limited scope, all that we need to do is:

• Add a definition of the flag in the IDL
• Then test that the new flag can be turned off/on via a jstest. This test can be as simple as adding the new flag to https://github.com/mongodb/mongo/blob/master/jstests/noPassthrough/query_knobs_validation.js
