Disable ssl and sslSpecial suites on macOS >= 10.15 (temporarily)

      Our current test certificates in jstests/libs/ don't conform to these requirements, meaning that they would fail on a system running macOS 10.15 or later.

      In order to support M1 processors, we need to update out test hosts to use later versions of macOS meaning we'll run into this issue.

      Disable these tests on macOS >= 10.15 for now until we can update all test certificates to conform to these requirements.
