Update consumers of expansions.yml to use the copy in ${workdir}

      The existing consumers of expansions.yml assume that it's present in src. Get rid of expansions.write calls that write to src/ and use the copy produced by f_expanions_write in the root directory.

      • burn_in_task
      • powercycle (resmokelib/powercycle/powercycle_constants.py)
