resharding_donor_service_test.cpp, resharding_recipient_service_test.cpp, and coordinator_service_test.cpp can all make use of the OpObserverForTest, PauseDuringStateTransitions, and StateTransitionController's currently in resharding_donor_service_test.cpp

A generalized version of these classes can be shared across the tests.
