Change resharding_disallow_writes.js and resharding_disallow_drop.js tests to allow ExceededTimeLimitError instead of specifying a maxTimeMS error.

      A failure due to reaching a timeout can present with different error codes. Changing to check for the ExceededTimeLimitError category will make the test less brittle.
