Task generation should depend on the start of archive_dist_test[_debug]

      In SERVER-56921 it was proposed that we make task generation tasks depend on the completion of compile_dist_test. It would be better though if we made task generation depend on the start of archive_dist_test[_debug], since we also don't want task generation to be able to ever preempt archiving. We will need EVG-14537 to make that happen though.
