Remove blackduck_scanner from 4.9

      The 4.9 branch is only for tenant migrations but since it gets some commits, this triggers an out-of-date version of the the black duck scanner to run. This run then triggers 10+ BFGS which needs to be triaged and deduplicated. To prevent this BF/BFG noise, it will be removed from 4.9.
