Add 'CommandNotSupported' as an ignorable background validation hook error

      After SERVER-54890 disabled background validation on capped collections in v4.4, the multi-version suite in v5.0 has been running into problems. We should add CommandNotSupported as an ignorable error in the background validation hook for v5.0.
