The 'validateFeaturesAsPrimary' flag should be set to false while a node is in recovery phase

      The validateFeaturesAsPrimary flag is initialized to true on startup, and later set to false after the recovery phase. During recovery it looks like the flag would remain true. This will make the node incorrectly apply FCV validation when syncing oplog entries
