Extend the _configsvrSetAllowMigrations command to take the collection uuid to make it idempotent

      Add a 'collectionUUID' parameter to the_configsvrSetAllowMigrations command in order to make it safe in a network-partition scenario.
      The 'collectionUUID' parameter must be optional in order to ensure interoperability with 5.0.0-rc0 binaries.
