in BF-19309 there seems to be an issue obtaining key from the kmip server, but it is difficult to assert what is really going on without knowing what is happening on kmip server side.

This ticket is to update kmip_server.py to log every operation as it happens, as well as output startup and shutdown diagnostics. This way we could know which exactly part is failing
