Upstream SCons has fixed a bug (see https://github.com/SCons/scons/issues/3790) that was preventing us from simplifying some of the logic that enables support for visibility annotations (~~SERVER-27507~~).

We should cherry-pick https://github.com/SCons/scons/pull/3949 into our vendored SCons so we can make the desired simplifications.
