Implement an LSID cache for the ShardingDDLCoordinators such that:

On coordinator creation, an LSID can be assigned to a coordinator
On coordinator completion, the LSID can be returned to the LSID pool
After coordinator stepdown, the new primary can resume using the same LSID and eventually return it to the pool.
