upgrade_downgrade_sharded_cluster.js performs some tests that target specific behavior on upgrade/downgrade from 4.4 <--> 5.0. In preparation for upgrading the FCV constants so that latestFCV is 5.1, we need to get rid of those specific test-cases. Nevertheless, keep the upgrade_downgrade_sharded_cluster.js as framework so that it can be used for the next releases.
