stopReplicationOnSecondaries needs to wait for replication after changing CWWC

      We change the CWWC in stopReplicationOnSecondaries before stopping replication. This generates a new oplog entry, which could mean that not all secondaries are at the same optime when we stop replication, which could cause a node that we attempt to step up to fail to get elected.
