This will improve the local experience since engineers currently cannot run multiversion tests locally, as the binary version causes a discrepancy based on what's used by the Evergreen task vs locally

Split from SERVER-55857 for the local piece.

• (did not do) check for history conflicts in overrides outside of explicitly set keys.
• use the generated suite if --originSuite is used (to indicate that a generated suite exists)
• ensure listSuites work with matrix suites.

Remaining piece is to move the exclusion YAML to the running task
