Update: we closed SERVER-48490 as a duplicate of our global clean shutdown project, as we expect to handle safe service context destruction as a part of global clean shutdown. SERVER-52413 will enable the feature flag for global clean shutdown, and should therefore be the last ticket in that project, so I've updated the TODOs for SERVER-48490 to SERVER-52413.
