shardsvrDropCollectionParticipant should be killable on stepdown

      After SERVER-56648, _shardsvrDropCollectionParticipant is ran in a session. Since _shardsvrDropCollectionParticipant is not marked as killable by stepdown, this can cause a deadlock on the RSTL lock.
      _shardsvrDropCollectionParticipant should be marked as killable on stepdown.
