Allow default revision to be silent

      We discovered in the process of trying to implement server metapackages that providing an explicit package version also requires the revision, which may not be known to the end-user. In the case of metapackages, it would be preferable to have a version number without a revision. We can do this by making the default revision 0 and leaving it out of the package data.
