Increase the batch size for `_xferMods`

      Currently, the size of the batch returned by _xferMods is limited to 1MB. Given that we can return BSON objects of up to 16MB it makes sense that we increase that size in order to get fuller batches. As part of this work we should make sure that we don't make deletes starve updates.
