      Add option "changeStreamsPreAndPostImages" to the "create" and "collMod" commands.

      Included:

      1. Persistence of the paramer.
      2. Validation of values.
      3. Override of "recordPreImages" option - if "changeStreamsPreAndPostImages" is set, "recordPreImages" should get removed.
