Change hello command on mongos to return a serviceID for load-balanced connections

      • If the initial hello command on a connection is made with the loadBalanced:true field, include a field in the response named serviceID of type ObjectID. This ObjectID should be generated at startup
      • This is to support drivers testing - this can be done before we’re verifying that the connection is through the Proxy Protocol
