README.third_party.md lists a number of third party libraries vendored into our product. External stakeholders find it valuable to be able to audit a text file to examine what third party libraries are present in the codebase. We should add an evergreen task which asserts that the contents of the file matches the codebase, to automatically assure that it never falls out of sync.
