Remove logic to perform reconfig when upgrading / downgrading once 5.0 is LTS

      We should have useSecondaryDelaySecs by default from 5.0 onwards. So we should be able to remove this logic and this logic.

      We should then also clean up test logic too, such as that in awaitable_hello_fcv_change.js.
