xcode next builders hit dyld 512 library limit

      The xcode next (Xcode 12.4 at the time this ticket was created) builders hit the 512 limit at some point shortly after they were turned on, causing BF-22040.

      We will turn off dynamic link model to avoid this issue for now and turn it back on after the number of libraries needed to link has been reduced.
