Downgrading FCV requires that any newly supported secondary indexes are dropped

      When downgrading FCV from latest to last-LTS or last-continuous it is necessary that any secondary indexes on time-series collection metrics are dropped before proceeding with the FCV change.

      The support for secondary indexes on time-series metrics will be restricted to the latest FCV version.
