These functions are coupled in a way that makes certain usages difficult, due to the fact that parameters passed to setup_environment are needed to properly invoke libdeps_emitter, but there are cases where it needs to be called outside setup_environment, and the relevant state is not easily accessible. Instead, most of the current parameter type options to setup_environment should probably be handled via new SCons Environment variables like LIBDEPS_DEBUG.
