Should initiate a round of health checks when entering the StartupCheck state

      This also involves making changes so that the state is not changed to Ok right away, because with current code the state checks are asynchronous and FaultManager just observes that there is no error and will make a state transition.

      Note that this line will switch to kOk right away.
