The section on cleanup of the session catalog and transactions table doesn't mention the TransactionRecordMinimumLifetimeMinutes server parameter. The section also doesn't accurately describe the way this parameter interacts with the transactions table cleanup flow. As part of this, the subsequent flow must be modified in order to take into account what actually happens in the logical session cache and inside the session catalog.
