Setup and call resmoke.py for each bisect run.

      • Using the bisection point from the previous ticket, in the placeholder function, call multiversion setup to download the artifacts, binaries, and virtualenv (available after SERVER-55129) into the build/ directory and run resmoke there from the old commit.
