Pre-warm mongod and mongos connection pools for `hedged_reads.js`

      This ticket should pre-warm the connection pools used by mongo servers in sharding/hedged_reads.js. This can be achieved by setting ShardingTaskExecutorPoolMinSize to any value greater than 0 (e.g., 2 connections should be sufficient). This is a temporary fix for the issue reported in SERVER-59599.
