      implement the merge chunks routine "Phase I" according to the design in WRITING-8723

      Merge contiguous chunks with the same tag on each shard up to new target chunk size
      Chunks will be split to the right size later on
      Issue dataSize request for all chunks (can be done in tandem with 1.)
