Currently, enabling "featureFlagSliceMerge" breaks multitenant migrations, since the tenantId parameter to donorStartMigration is banned with this flag, but the parameter is required for multitenant migrations. Once Slice Merge is implemented, it will donate all tenants, and we can enable the feature flag and still pass most multitenant migrations tests. Perhaps toward the end of PM-2353.
