Create setParameter for splitting Audit Header to separate file

      For Audit Encryption, we need to allow cloud the option of separating the headers into a separate file. We should create a setParameter "auditEncryptionSeparateHeaderFile" that allows the header file to be separated from the audit log file. We should still continue to write the header to the audit log file.
