totalRefreshWaitTimeMicros stat is not working as expected

      After the changes of SERVER-46199 the catalog cache was changed to use a new ReadTrhoughCache API, which caused the totalRefreshWaitTimeMicros stat to not properly count the amount of time a thread waits for a refresh.
