Apply targeted warning suppressions for warnings in third_party code

      The gperftools, kms-message, mozjs, pcre, and tomcrypt libraries all disable Werror or the equivalent. But warnings are still raised.

      It would be better to apply the targeted warning suppressions required for each library.
