We define certain constant namespaces in namespace_string.cpp. We don't have all local collection namespaces set here though, so we require redefining namespaces throughout our codebase (like here). This came up in the FCBIS project as we were defining namespaces. This is an easy code quality ticket I can pick up on a BF Friday.
