Reduce ConnectionAttempts in ssh connection options in powercycle

      Currently with ssh options set to `ConnectTimeout=30` and `ConnectionAttempts=10` on Ubuntu for some reason it takes 20 minutes for ssh command to fail with connection timeout error. After setting `ConnectionAttempts=3` this time reduces to 5 minutes.
