Create a feature flag for shard split

      We should make a feature flag to conditionally enable "shard split" similar to the feature flag introduced for "slice merge" in SERVER-57895. See  this wiki page for more details on how to introduce feature flags.

      The documentation about Slice Split protocol can be found here 

      Note : We recently just decided to change from "slice" to "shard" as a naming convention which should be enforced in this change.
