As part of the toolchain-based optimization effort, several experimental optimizations were enabled but guarded under a flag. Builds using these flags were driven to green, but only in patch builds. We should create one or more builders to ensure that builds leveraging these flags continue to function correctly. Since we don't expect to enable any of these optimizations until after a toolchain upgrade, we should use the new v4 toolchain for these builders.
