      RECV_TIMEOUT has been observed while talking with one of our supported backing KMS providers. This is similar to, but distinct from, SERVER-43579. The solution is to retry idempotent operations which failed with a networking error. Ideally, this logic would be implemented in KMSNetworkConnection, so all KMS implementations would benefit.
