This is a follow-up ticket to address feedback collected in previous core reviews. The list includes:

1. minimise the write operations to the recovery collections that require waitForMajority
2. reduce the memory footprint of the state held by the scheduler
3. get rid of the _startStopMutex, as synchronisation between initialisation and shutdown routines are already guaranteed by upper level components
