All non fuzzer multiversion suites should run against both last-lts and last-continuous.

We can update task generation code to have a single definition of the task in evergreen.yml and use matrix suites to generate sub-tasks that will run against last-lts and last-continuous.
Also we should keep in mind that we have to create multiversion_exclude_tags file corresponding to the old version.
