ResetDbPath sometimes errors while recreating dbpath on Windows

      In a similar vein to SERVER-44553, ResetDbPath will sometimes raise "Access denied" errors on Windows when trying to recreate the dbpath. We should duplicate the solution in SERVER-44553 for the call to the create_directory function.
