Re-enable libunwind for SUSE 15 builds

      We currently have it disabled because the SUSE 15 images don't have liblzma installed, and we have been blocked from deploying new SUSE 15 images which could have liblzma installed due to toolchain issues. At some point, when we are out of this bind, we should re-enable libunwind for SUSE 15 across all affected branches.
