Disable ssl_fips.js and fips_scram_sha1.js on SUSE 15 SP1

      SUSE SLES 15 SP1 OpenSSL 1.1.0i FIPS support does not work in sharded cluster setups in ssl_fips.js and fips_scram_sha1.js.

      These test pass on SUSE 15 SP2 with OpenSSL 1.1.1d with FIPS.

      General support has ended for SUSE SLES 15 SP1 as of Jan 31, 2021 so this should not impact most customers (see https://www.suse.com/lifecycle/).
