Allow mongos and mongoq to link in different commands

      Currently mongoqd links the entire mongos_main lib, so it links mongos specific commands. Split the mongos_initializers lib in two - one lib that includes mongos-specific sources, and a second that includes sources that should be shared between mongos and mongoq. Create a mongoqd_initializers lib that links this second lib.
