reduce Debian 9 variants jlink to prevent OOM cases

      We have been hitting oom cases on the Debian 9 variants during linking. 

      Currently it runs 16 jobs with jlink .25, which give 4 possible concurrent link jobs. We should dial this back to jlink of .125 so we half the current possible concurrent link jobs.
