The configureCollectionAutosplitter has been already introduced but not released yet (it is under a feature flag). In the near future (PM-2323) we will get rid of the auto-splitter but we will still need to expose a command to configure collection balancing, so the goal of this ticket is to rename the `configureCollectionAutosplitter` so that we can keep using the same command even after PM-2323.
